Precisely.  We have the same problems we had all of last year, but hopefully come the start of the season, with new full-backs, midfielders and forwards ready and fit and all playing together we will 'progress' (ie score more goals).

It is not semantics to distinguish "progress" and "attack more".  "Progress" means get better, like all chairmen want all managers to do all the time.  When the team's problems are more attack than defence "progress" means "score more goals" without spelling it out.  "Attack more", especially when said to Allardyce, means "play pretty football unlike you normally do to appease our fans".  Its not a big deal but G and S should have chosen their words more carefully.
